Just one example of misunderstanding in the BEST/MATRR "report"

The BEST/MATRR report

In Section II. HEALTH HAZARDS POSED BY REACTOR MELTDOWNS - B. Estimates of Casualties (p. 15 of the pdf file), the authors cite casualty estimates based on a Sandia National Laboratories report entitled Technical Guidance for Siting Criteria Development/ (aka CRAC-2). A group named Riverkeeper tried to use the CRAC-2 report as a partial justification to impede the operation of the Indian Point nuclear plant via a 10 CFR 2.206 petition. The following is what Samuel J. Collins (the former Director of the Office of Nuclear Reactor Regulation of the NRC from 1997 to 2003) had to say in denying the Riverkeeper petition (pages 25-26 of the pdf and pages 12-13 of the decision):

"The Petitioners refer to the 1982 Sandia National Laboratory (SNL) Report, “Calculation of Reactor Accident Consequences” (CRAC-2 Report), and cite this report as a basis for concern that a terrorist attack could result in a massive release of radioactive materials. The reactor siting studies in the CRAC-2 Report were performed as part of research on the sensitivity of various plant siting parameters. The studies used generic postulated releases of radioactivity from a spectrum of severe (core melt) accidents, independent of the probabilities of the event occurring or the impact of mitigation mechanisms. The studies were never intended to be realistic assessments of accident consequences. The estimated deaths and injuries resulted from assuming the most adverse condition for each parameter in the analytical code. In the cited studies, the number of resulting deaths and injuries also reflected the assumption that no protective actions were taken for the first 24 hours. The studies did not, and were never intended to, reflect reality or serve as a basis for emergency planning. The CRAC-2 Report analyses used more simplistic models than current technologies. The two basic conclusions from the SNL siting studies were that the mean estimated number of health effects from the assumed releases for all reactor sites varied by up to more than 4 orders of magnitude and that the financial costs of the releases were dominated by clean-up costs and replacement power costs. The SNL studies provided a useful measure to compare sites, not to analyze plant-specific accident consequences."

A more modern tool/study by the NRC is the State-of-the-Art Reactor Consequence Analyses (SOARCA).

WAFF is touting a report that talks about Browns Ferry and radiological hazards posed to North Alabama

They're supposed to do a report on Thursday. The commercials they are running almost make it sound like they have exclusive access to this piece. If I'm right about what they are talking about, they don't. The report was created by several anti-nuclear concerns in North Alabama (and elsewhere) and published by a small local publishing company. I have my own opinions regarding the report, but you can draw your own.

I realize that there are plenty of folks who don't agree with a lot of what Rand Paul has to say. I'll also add that there are plenty who do. Anyway, Rand Paul took the opportunity of the nomination of John Brennan to head the CIA to make a stand for the rights of those who support him and those who don't. As an American, you are entitled to due process and a trial by jury. The idea (with legal justification from the same clowns who dreamed up "Fast and Furious") that targeted killings of AMERICAN CITIZENS via drone strikes ON U.S. SOIL might rear its head and be justified is a potentially very serious attack on the Constitutional rights of Americans. I wouldn't care what party dreamed this up. That is immaterial. What matters is that your due process and right to a trial by jury are potentially in jeopardy. The Constitutional protections afforded American citizens have applied to even the worst serial killers in history. Are we going to now leave it up to some secret ruling/government organization that those protections don't apply? I sure as hell hope not...

Beef stroganoff and my latest creative endeavors...

I recently convinced Suzanne to give Greek yogurt a try. It wasn't like the runny junk we grew up with in the 70s (I still like regular yogurt as well) that she detests. I just found a recipe (other than the standard Greek fare) that makes use of the plain Greek yogurt that sounded appealing. Beef stroganoff. I plan to do this tomorrow. My reviews later.
I am including the recipe here to combat potential future link-rot.

Makes 4 servings

Ingredients:
1 pound top sirloin, cut into thin 1-by-2-inch strips
Salt and ground black pepper to taste
1 tablespoon olive or vegetable oil
3 tablespoons Cabot Salted Butter, divided
1/4 cup chopped shallots or onions
8 ounces baby bella (cremini) mushrooms, stems trimmed, caps wiped clean and sliced
2 tablespoons King Arthur Unbleached All-Purpose Flour
1 1/2 cups low-sodium beef broth
12 ounces wide whole-wheat or regular egg noodles
2/3 cup Cabot 2% Plain Greek-Style Yogurt or Plain Greek-Style Yogurt
1 tablespoon chopped fresh dill
Sweet smoked paprika (optional)

Directions:

1. Season beef with salt and pepper.
2. Heat oil in large heavy skillet over high heat until very hot and shimmering. Add enough of beef so it is in single layer with pieces separated; cook until browned on both sides, about 1 minute per side. Transfer to plate and repeat until all of beef is cooked; set aside.
3. Add 2 tablespoons of butter to skillet, reducing heat to medium; add shallots or onions and cook until tender, about 2 minutes.
4. Add mushrooms and cook, stirring, for several minutes longer until mushrooms are tender and lightly browned. Add flour, stirring until it is lightly browned and blended in, 30 to 60 seconds longer.
5. Stir in beef broth; bring to simmer, scraping up browned bits from bottom of skillet, and cook until thickened. Remove from heat.
6. Cook noodles according to package directions; drain and toss with remaining tablespoon butter.
7. Return skillet with mushrooms and sauce to heat; stir in reserved browned beef and any juices. When heated through, turn off heat under pan and add yogurt and dill, stirring until well blended. Taste and add additional salt and pepper if needed. Serve over noodles, sprinkled with paprika if using.
